You remember three years and thirty weeks ago when you wondered why the Dothraki killed the Lhazareen sheep?
My guess is that it’s because sheep graze grass much closer to the ground than cattle., which is also why the sheep and cattle ranchers are always a-feuding in old Westerns.
The Dothraki say that the Lhazarene have trespassed by establishing a village north of the river, so I think Railroad was saying the plunder and rape are free, but the sheep kiling they reserve for herdsmen who try to graze on Dothraki grass.
